 Gov. Eloy S. Inos is under a lot of pressure from NMI Retirement Fund acting administrator Lillian M. Pangelinan about a newly passed Poker license bill. The bill was recently adopted by The Saipan and Northern Islands Legislative Delegation and it appropriates $3.3 million from the renewal of poker licenses to Saipan Higher Education Financial Assistance and a host of community projects; $3 million to SHEFA and another $300,000 for various projects and activities to be exact.

Lillian M. Pangelinan sent a letter to Gov. Eloy S. Inos last Friday requesting that this legislation be disapproved in its entirety and asked that the Executive Branch and the Fund jointly request that the Legislature repeal Public Law 17-85 so the Fund can receive the poker fees generated from all senatorial districts.
Pangelinan said “Although it may seem paltry in light of the Fund's payment of over $70 million a year in benefits, the additional $3.3 million from Saipan can quickly add up when aggregated with the amounts that Rota and Tinian generate in poker fees.”
She added that every dollar set aside for the Fund is a dollar closer to ensuring the continuation of benefit payments to the Fund members. Experts are not very optimistic about the program´s future; due to the limited portfolio value of the pension plan, experts have projected the program's life span to up only in March 2014.
Pangelinan cited the provisions of the Poker Machine Act of 1986 and said “Act provided that the director of finance shall reserve 90 percent of all revenues raised from the licensing of amusement machines under 4 CMC Section 1504(a)(2) for the Northern Mariana Islands Retirement Fund and shall promptly deposit such revenues with the Commonwealth Treasury without further appropriation.”
“Our children and community must be proved support and encouragement so we may all prosper. However, with the emergencies facing our utilities, hospital, and pension program, we must all seriously tighten our belts. Although SHEFA provides much needed financial assistance to our children as they pursue higher education, other financial assistance is available such as the CNMI Scholarship program, various federal educational loans and grants, and grants and scholarships from private organizations,” she added.
The HLB 18-9 seeks to provide, on top of $3 million for SHEFA, substantial amounts to SHEFA operation ($100,000); Saipan Little League ($20,000); Flame Tree Arts Festival ($15,000); agricultural fair ($5,000); Saipan Fishing Derby ($5,000); Spear Fishing Association ($3,000); Liberation Day festivities ($15,000); and SNILD operational funds ($20,000).
“Although each earmarked project has important functions, not one is more important than the NMI Retirement Fund-or is in as much dire need for infusion of capital,” said Pangelinan, adding that in order for its members to continue to receive their benefits beyond March next year, the Fund requires a substantial cash infusion.
This debate about how poker income should be spent in this small island of CommonWealth of Northern Mariana Islands can actually teach our governments a lot about the opportunites that lay in front of them. Legalizing and taxing online poker and gambling in general will create a vital source of income for many local administrations and this many can be used for the good of the public. A few states like Nevada and New Jersey already noticed this and took the lead, now it is only time for other states to open their eyes and follow the sensible path of legalizing online gambling. 

 As discussed on the Two Plus Two Forums a new book about Australian poker payment processor turned government informant, Daniel Tzvetkoff, is due this summer.

According to the description on Amazon, it’s set to focus on Tzvetkoff’s fast paced lifestyle built on the back of disguising “gambling revenue as legal payment” which led to his involvement in the US government’s case for Black Friday.
Alligator Blood, written by author James Leighton, is being published by Simon and Schuster and is slated for an August 2013 release.

 Illinois lawmakers adjourned another legislative session on Friday without passing online poker,

As reported on pokerfuse PRO Monday, online gambling was introduced as a part of an overall gambling expansion bill, but was stripped out to make the bill more palatable to Governor Quinn who had previously spoken out against its inclusion.
It was rumored that online gambling would be introduced as a standalone bill, and even though a draft of the legislation was circulated, no bill was introduced.
Illinois lawmakers are challenging Quinn to call a special legislative session to work out the state’s underfunded pension issues.

 Zynga shares have now tumbled by 48% in the past 12 months. The real concern lies in fact that, according to research firm eMarketer, the number of players playing free social games is on the rise and the American market is expected to grow by more than 5% this year. The issue lies in mobile gaming. Zynga have invested heavily over the years in games tailored for desktops and with the use of Facebook's applications platform, Zynga experienced phenomenal early growth. However, many are now ditching the desktop in favour of mobile platforms, an area where Zynga are much weaker.

Attempting to maintain the success of their desktop operations, whilst developing their mobile platforms in a fiercely competitive market, is a strain on Zygna's resources. It seems Pincus has decided to sacrifice the desktop in a final push to turn around Zynga's fortunes. Pincus alludes to this in a note to staff addressing the job losses. Pincus said: "Our opportunity is to make mobile gaming truly social by offering people new, fun ways to meet, play and connect. By reducing our cost structure today we will offer our teams the runway they need to take risks and develop these breakthrough new social experiences."
It is yet to be seen if the job cuts will be enough for Zynga to halt the slide. It is not the first time Zynga have aggressively cut costs. PokerUpdate reported Zynga's surprising first quarter profits when it was forecast they would experience heavy losses in the region of $27m. This was due to cost cutting measures; however the longevity of that strategy is up for debate.
Zynga are also suffering from elaborate spending during its successful periods. They reportedly spent $200m for OMGPOP last year, the creators of popular online game Draw Something. The price tag even raised the eyebrows of many Silicon Valley veterans. Outlandish spending on a landmark office building in downtown San Francisco didn't aid in the lowering of eyebrows either. What has lowered is the confidence in Zynga turning around the slide, along with their share price and first quarter revenue drops of 18%.
 

 In a document sent to partners of the site, PokerAce announced:  

“We would like to inform that PokerAce will discontinue operation by Wednesday June 5th 2013 at 12:00 PM GMT+8 PokerAce”
All current accounts and player balances will be transferred to Dafapoker, another Asian skin, with all balances being delcared as “safe and will automatically be transferred to Dafapoker from Wednesday June 5th 2013 at 6:00pm GMT+8.”
The announcement of closure comes as some surprise due to original claims of solid financial backing from a consortium of some of Asia's top casinos. The document did allude to the notion that PokerAce may have a future in social gaming.
PokerAce said:  “Now, working with a new software provider we have decided to reposition the business model for PokerAce. This will mean we will no longer offer real money gaming.”
An announcement addressing the players is to be followed on the PokerAce website shortly.

 A referendum on the regulation of gaming in Bermuda is expected to be held at the end of the northern summer or the beginning of the fall, according to the island’s Tourism Minister.

The statement was made by the Minister, Shawn Crockwell, after he returned from a Caribbean tourism conference in Miami last week. Gaming was one of the issues discussed at the conference in the context that gaming regulation would help boost tourism numbers and revenue to Caribbean economies.
Minister Crockwell, whose Government supports the regulation of gaming in Bermuda, said the economic success gaming regulation has brought to other Caribbean nations and territories shows Bermuda would also benefit if the same was done on the island.
“It is clear that gaming features prominently in jurisdictions like the Bahamas and Puerto Rico. Indeed when I asked the question of how important gaming was to the jurisdiction, I was told it was crucial in getting new hotel developments to the country,” he said.
“To date their gaming has been geared more towards local residents and consisted mainly of slot machines, as they provide much revenue, but mainly attracted few visitors. However, they are now shifting to table games to bring new visitors to the island.”
Given the Minister’s statement on table games, it would be likely that poker would have an increased presence in Bermuda if gaming regulation occurred there. This is especially the case given the game’s general popularity as well as its established presence in other Caribbean areas.
In the Bahamas, for instance, the PokerStars Caribbean Adventure event is held in January of every year. The event is one of the most prestigious on the global poker circuit and attracts some of the world’s best and famous players who are often vying for six-figure cash prizes.
The US Caribbean territory of Puerto Rico has poker tables or poker rooms in the vast majority of its tourist-targeted hotels, including the island’s Ritz-Carlton, Radisson Ambassador, Hyatt and Holiday Inn hotels. This had helped generate revenue for those hotels and the territory in general.
Jamaica passed two bills in November last year to allow casino companies to apply for operating licences and construct casinos on the island nation. A significant tourist spot in the region, Jamaica would likely benefit financially from any casinos that are built in the country’s tourist centres.
Minister Crockwell said that for Bermuda to see similar benefits in the future, it was imperative that any gaming referendum on the British territory was supported by its people.
 

 The announcements and expectations keep rolling in for Canadian-based Amaya Gaming. This time, Amaya’s Chief Executive Officer David Naazov had said that the company expects to launch an online real-money poker service in the state of Nevada in the third quarter of this year.

That means it would be released sometime between July and September if the company’s expectations are correct. Mr Baazov said that the company is well in the process of getting the service ready to be launched for a third quarter release in Nevada.
“We anticipate starting real-money play once we meet the technical requirements with Nevada’s regulations,” he said. He also said that he believes Nevada will regulate online casino gaming sooner rather than later. At the present time, the state only regulates the playof online poker.
Mr Baazov’s announcement of the third quarter launch expectation comes just a day after the company announced total losses of US$7.11 million in the three months to May. The losses came after a number of agreements and acquisitions for Amaya in the poker world, including the purchase of Ongame and deals with mybet, Cogetech and Aristocrat.
The expectation was also highlighted on the same of the launch of the World Series of Poker’s (WSOP) online play-money service. While a real-money service has yet to be released by the WSOP, its owner, Caesar Interactive, have stated their intention to launch such a service in Nevada this American summer. This may see that service being launched around the same time as Amaya’s proposed service, should both companies’ plans go through as currently expected.
Mr Baazov also expressed his delight at the regulation of online poker in New Jersey, describing the state as a “very attractive” market for his company. He also said that the state could be open for the launch of real-money online poker services either towards the end of this year or the beginning of 2014.

 One of only three rooms operating with a Finland license, Paf.com has added a third poker room to its offering.

The new room is on the Microgaming (now MPN) network and is known as “Heart”. It joins “Spade” on the Ongame network and “Diamond” on Boss Media (now Spielo G2).
Paf was founded in 1966 in the Aland Islands, “in collaboration with the member associations behind our foundation – the public health service, Save The Children, The Red Cross and a child welfare foundation.”
All of Paf’s profits go to charity— in total it has donated over €174m to good causes.
Paf also holds Estonia and Spanish licenses, but pulled out of Spain as liquidity on the Spanish Ongame network dried up. It is seeking a route back into the Spanish market and hopes to re-enter later this year.

 Finland-based online poker operator Paf has announced that it has launched an online poker service via Microgaming’s MPN network.

The launch comes after an agreement made between Paf and Microgaming in October 2012, which Paf agreed to move its online poker offering to the network. Paf said the agreement was “not a replacement for Paf's other poker networks, Ongame and Boss Media, but a complement that will bring added value to customers."
Paf’s new online poker offering has been branded as ‘Heart Poker’ and is the third network to use a service from the company. As previously mentioned, Paf’s poker services are hosted by two other online poker networks; Ongame (which hosts Paf’s ‘Spade Poker’ room) and Boss Media’s International Poker Network (which hosts Paf’s ‘Diamond Poker’ room).
Paf Director Anders Wiklund has described the Heart Poker service as “one puzzle piece in a bigger make-over of our poker experience for our customers”. Heart Poker will be different from the other two Paf services in that it will be a download-only offering. Players who sign up with the new service will also be able to access MPN’s fast fold poker offering, Blaze Poker, as well as real-money cash games and tournaments on the site.
Along with Paf, MPN have gathered a number of Nordic poker companies to their network in recent times, with Unibet and Betsafe also offering services to the network.

 PokerStrategy has announced that QuadJacks will be providing it with daily videos and interviews during the WSOP which starts today.

Former PokerStrategy journalists Matt Kaufman and Tobias Block are now working with General Manager Marco “Agent Marco” Valerio at QuadJacks so there is a pre-existing relationship on which to found the partnership.
Marco said: “Having the support of PokerStrategy.com will significantly enhance our media campaign this summer, and I am very happy with this partnership. We invite the international poker community to QuadJacks and to PokerStrategy.com for unique WSOP coverage.”
Marco left QuadJacks for a post at the Global Poker Index(GPI), but returned when the site came under new ownership.
